Fraser Randall were appointed as the project and construction manager for the fit out of dedicated bill payment and business centres that CableTel envisaged would bring a new experience to the high street whilst servicing their customer needs of an easy access bill paying facility. The centres included a café, small broadcast studio and bill paying facility, and were to become a high street fixture over the next ten years.

The ambitious CableTel vision to place them throughout the high streets of the UK was too advanced for its time and its locations, and only two centres were implemented before NTL took over the business and reviewed their strategy.
